Unifi Port 8080 Is Used By Other Programs Startup Failed Due

Hello, I am installing the Ubiquiti Unifi Controller for the first time on my Windows 8.1 PC. It is stating that Port 8080 is used by other programs. The port is currently only used by NT Kernel & System. A system.properties file has not been generated. I tried to copy in one I found in the forums with a corrected port, but I received the same error message. I tried to use the discovery tool to create a system.properties file, but I was unsuccessful and I do not know what I did wrong.
